The article deal with problem of evaluate the optimal tax burden to the economic growth at the regional level. Based on the concept of the Laffer using different models held a fiscal analysis of the tax system and determine the optimal value of the tax burden in the Far Eastern regions of Russia. It also assessed the variation in the tax burden, and found a «corridor» of its effective values in these regions.

The paper discusses problems and risks an independent consultant faces in rendering consulting services on issues of improving public governance to public authorities. The article describes the general methods of problem decision for determine of economic action’s effectiveness with one’s mistakes in static variant, what are formed methodological basis of measure economical result.

We examine a game model of the following concession mechanism for a public good production. Concessionaire invests in development the productive capacity and finances the operating and production costs. Concedent pays concessionaire a bonus for each unit of the satisfied demand, and concessionaire pays concedent a penalty for each unit of unsatisfied demand. In the unique Staсkelberg equilibrium, the required rate  of satisfied demand are met and the concessionaire’s expenses are recovered.

We define the essence and the content of concept of public efficiency of the infrastructure project. We analyze existing modern methods of obtaining public assessment infrastructure project. The investigation preserves the continuity of the scientific papers of the collective of labor Institute of Economics and Industrial Engineering by the Russian Academy of Sciences. The optimization intersectoral interregional model (OMMM) and complex of equations describing the cash flows and financial condition of infrastructure projects are used as instruments. The article presents an extended systems approach to the study of social and labor relations in a globalizing economy. The method used, following Fritjof Capra, combines biological, cognitive and social aspects of life. In contrast to the current discipline-oriented theories of industrial and labor relations, the new approach provides an integrative theoretical base for description of social and labor relations and thus dramatically increases the possibilities to track and interpret new trends in the development of social and labor relations in a globalizing economy.
