Abstract

The article is devoted to Russia's place in the international rating «DOING BUSINESS». With the impressive results being achieved in recent years, the following questions are investigated: what caused a "breakthrough", the existence of reserves for further advance, the connection with other similar ratings, comparison with the real dynamics of the key macroeconomic indicators.

It is shown that the success of Russia in the ranking of  Doing Business 2015 controversial, connected, apparently, in many ways the new methodology. Comparison with the results of the previous report, Doing Business is not quite correct. It is indisputable intensive promotion of Russian upstairs rating in 2011-2013. The article demonstrated concrete directions of this promotion.

The hypothesis that Russia's place in the ranking does not improve significantly in the near future in comparison with the existing, more realistic saving status quo.

Abstract

Currently, globalization begins to permeate more and more areas of human activity, therefore it is important question of the complex mechanisms and principles of global governance formation.The article analyzes the essence, subjects and mechanisms for the implementation of the global economic governance. Moreover, it investigates the role and current state of the International Monetary Fund (IMF) in the global economy. In conclusion, it clarifies the relationship of the IMF and processes of global governance. Research has shown that it is necessary to create within the IMF more representative, economically and politically balanced system of global governance of the world monetary and financial relations as part of the emerging mechanisms of global economic governance. This article extends the knowledge about the features of the IMF in the forming global governance.

Abstract

Exports of hydrocarbons provides approximately half of the revenues of the Federal budget of Russia, about a tenth of its GDP, the rate of the national currency depends on the world price of oil. These factors determine the relevance of studying the situation at the world energy markets. The article contains a review of the current state of the global and regional energy markets. The author examined the characteristics of the formation of energy prices on a global scale, identified influencing this process factors, analyzed the development trends of world energy, identified the causes of their appearance. The article contains evaluation of the onset and the possible implications for the Russian energy sector developments in the global energy markets. The author has formulated risks for the domestic economy, further development of the identified trends.

Abstract

We consider the problem of social efficiency evaluation concerning the project of the Trans-Siberian Railway reconstruction. This project is to be realized in the situation of strategic (fundamental) uncertainty. Existing tools are not sufficient for solving this problem (because of qualitatively different nature of the project as compared with those abroad, much higher degree of uncertainty, and the lack of estimates for a number of necessary norms). Our study aims at development of an approach that would be adequate to the problem under consideration. We developed a two-level model for investment decision-making for appraisal and selection of a variant of the large-scale project. The upper level of this model bases on the macroeconomic approach (with the use of a specialized version of the Inter-Sector Inter-Region Optimization Model); the lower level bases on the microeconomic approach. As opposed to the foreign practice, the efficiency evaluation and selection of a variant of the transport project is top-down. End-to-end taking uncertainty into account is implemented. A tool for this is the scenario approach on the upper level, and the fuzzy set theory at the lower one.

Abstract

Investment projects in oil & gas sector are usually characterized by long payback periods and a considerable number of risks involved. Thus, valuation of E&P projects is a complicated task implying structuring and estimation uncertainty. This paper analyses and provides examples of  application “modern asset pricing” for mitigating drawbacks of DCF-method in valuation E&P projects. Essay gives examples of evaluation of projects in the oil industry (based on historical figures) and the mega-project to develop the helium resources in the east of the Russian Federation. In the first case direct verification of two methods was performed — for assessing the adequacy of the results in comparison with the dynamics of actual figures. The audit shows that "modern asset pricing" method generally gives more accurate results (with actual verification) and doesn’t underestimate the project efficiency indicators — in opposite to the conventional discounting method, which is prone to excessive determinism. In the second case, we study complicated "super long" project whose evaluation with use of standard techniques under current organizational, economic and technological conditions often gives disappointing results, which is contrary to common sense and the successful experience of helium industry in other countries. An important result is the following: modeling of helium megaproject using the methods of "modern asset pricing" allows you to not only get a more adequate estimate of the economic efficiency, but also take a new view at the approaches to implementation.

Abstract

The article analyzes the development trend of dental practice in Russia in the period during and after the crisis of 2008-2009. Show the position of dentistry in the provision of health services, are given the comparative characteristics of production efficiency of health services in general and dental services. Production services in dentistry in the period under consideration was unstable and fell in 2013relative to2008 levels. It is shown that a higher level of productivity in dentistry compared to economic activity" Health and social services " as a whole caused by the higher proportion of efficient private sector in dentistry in comparison with the health and social services in general.

Abstract

This article analyzes the conditions and factors of sustainable development of economy in the long term with the concurrence of economic, social and environmental aspects. In research  mechanism for calculating the differential rent is presented, with taking into account Russian specific features - regional differentiation that allows to propose algorithm for calculating compensation payments companies. To simulate the challenges of sustainable development environmental components (based on differential rent) were added in the optimization problem first offered Dale W.Jorgenson (MTI), which ultimately allow to propose an algorithm for estimating the optimal level of cost of capital, land, human capital and energy.

Abstract

In the paper, a wide range of current research in the field of strategic management is analyzed. In their research the authors proceeded from the principle of continuity assuming that new tools and methods of strategic management do not deny but complement the possibilities of previously developed. The most important factors of  strategic development in today's dynamically changing economywere identified based on the  review of the evolution of the theoretical concepts and views on company’s strategies.Forming and constant updating  customer values based on the ability to see the emerging opportunities, the company's skill to learn and develop competencies, innovations and partnership within the technological ecosystems appears to be the key success factor of the companies.

Abstract

The article presents and illustrates by the example of the Novosibirsk State University a methodical approach to the development of information support of innovative research projects of the university, its historical background and their components. The basis of the externalside of the approach is the system-innovative bibliometric analysis of foreign and Russian economic, scientific and technical literature. The author provides the method and the results of analysis of publication activity indicators for the sources presented in the Scientific Electronic Library (www.elibrary.ru) for the period of 1991-2005 and 2006-2015 (April) years. This analysis includes the specific words and word combinations included in the article title. This analysis allowed us to give a quantitative evaluation of motion vectors for universities researches and innovations. The internal side of the methodical approach includes a special system of planning, accounting and control of financial support of scientific activities of the NSU. The description of the system contains the details of historical background, patterns of interaction of participants, key documents and indicators, algorithms for cost calculation, and software. The foundation of a group of laboratories in NSU under the supervision of the world's leading scientists is considered as an important result of the proposed approach. A brief description of these laboratories is given.

Abstract

The Article is dedicated to questions of the analysis of the processes restructuring  enterprise of machine building. The Presented problems to activity enterprise machine building. Studied the innovative experience of restructuring of one of the leading enterprises - «Machine-building «Trud Plant»JSC.

Restructuring is considered in the study as an important tool in risk management loss of competitiveness and financial stability. Possibility of refining the solution of actual problems of defining approaches to identify the main potential risks and threats to businesses that use restructuring to create a long-term competitive advantage in modern conditions.

As the main tools for exploring the internal and external environment of the company proposed a method of SWOT-analysis, a method of grouping projects depending on the location of customers products based on publicly available sources of information.

The research led to a number of conclusions: proposed methods help to identify key risks and threats, competitive advantage, the ability of enterprises in the light of the results of past and planned restructuring; study and synthesis of work experience of enterprises with the use of these methods generates suggestions on directions of the State support measures; restructuring strategy of risk management as a tool to retain relevance in the context of import substitution.

Abstract

Now in research of social and economic systems synergy approach according to which the entity represents the open self-organizing (spontaneous) system gains ground. Such representation of the entity in the context of modern economic science requires development of new mechanisms and management tools. The purpose of researches in the sphere of synergy management is development of mechanisms of self-organization, and also information filling of its elements. Complexity of processes of self-organization dictates need of integration of separate types of the mechanisms differing on a method of creation, uniformity of elements, complexity, a strategic orientation, target orientation, management functions. Thus, the integrated mechanism of self-organization of the entity represents multi-level system of the interconnected mechanisms (organizational, economic, information, motivational) differentiated on elements. In article content of the economic development mechanism of the entity reveals; its purposes, subjects, objects, the principles, methods, tools and resources are considered. On the basis of research of features of development of social and economic systems the ratio of stages of enterprise lifecycle with self-organization process stages is established. The principles of the economic development mechanism of the entity are proved: financial independence, self-sufficiency, economic feasibility, responsibility, resource capability, economic control, interest. Methods of the economic mechanism (planning and forecasting, marketing activity, economic diagnostics, financial credit policy, economic incentives) are allocated and the tools corresponding to them are proved. Features of sale of the economic mechanism at stages of dynamic balance and bifurcation are established. The practical importance of results of research consists in development of development mechanisms of the industrial enterprises promoting achievement of long-term competitive advantages.

Abstract

The urbanization and growth of a cities role, formation of cities as reference points of regions economic development are modern global tendencies. Cities concentrate human and investment resources on their territory, so in large part cities cause competitiveness of the regions in the global market. For preservation of competitive advantages regions need to form on the urbanized territories not only the favorable environment for business, but also for the population life.

This paper deals with the problem of an assessment of urban built environment quality, due to urban built environment is a space-material basis of life quality of the population on the urbanized territories. The role of the cities in social and economic development of regions and their considerable influence on competitiveness of territories in the global competition for economic resources are proved. The method of assessment of urban built environment quality on the basis of calculation of an integrated index is proposed. Interregional comparisons on the example of regions of the Siberian and Ural Federal districts are completed. The offered method of assessment of urban built environment quality allows to range the urbanized territories on usefulness for living, to reveal most and the least developed spheres of city infrastructure.

Abstract

Domestic temporary labor migration is a phenomenon of pro-active forced circular departure from home, where the labor market had collapsed, to work in economically developed regions. Experts’ estimates of this phenomenon magnitude vary, but practically all of them admit its substantial impact on labor market on the one hand, and on social and economic processes in the province on the other hand. The scales and the complexity of this problem cause its importance both for the researches and the state. However, this phenomenon is studied fragmentarily, compared to more “visible” cross-border and commuter migration: the official statistics accounting agencies don’t record such a migration. Due to the same reason migrants’ activity is not regulated by the state. Observations on this specific type of migration allows finding out substantial concordance of domestic temporary labor migrants’ and historical peasants-otkhodniks’ characteristics. At the same time, the phenomenon of both new and historical otkhodnichestvo is similar to soviet «shabashnichestvo» on its characteristics. The article deals with the analysis of the contemporary otkhodnichestvo as a traditional subsistence pattern in the Russian province.
