Abstract

In the face of climate change, the depletion of natural resources and the threat to the environment, the green economy is becoming a necessary step towards sustainable development. In turn, organic agriculture is a food production system based on the principles of environmental sustainability, biodiversity conservation and animal welfare. In Russia, interest in organic agriculture is increasing. The purpose of the study is to analyze the system being formed and identify the prospects for the development of organic agriculture in Russia, as an important area of the “green economy”. This study identifies the main features of the “green” economy at the present stage, highlights the key areas for the development of the “green economy” in agriculture, analyzes the emerging system of organic agriculture in Russia as a driver for the development of the green economy. The place of domestic organic agriculture in the global system of its development is determined. The main constraining factors are outlined and key areas for stimulating the development of organic agriculture in Russia are identified. It is concluded that the green economy in agriculture is an approach to production that takes into account environmental, social and economic aspects. Which is aimed at creating a sustainable, efficient and environmentally friendly production system, restoring soil fertility, ensuring food security, conserving natural resources and improving the quality of life of the population.

Abstract

The article analyzes the main problems of the transition of the Russian economy to a new environmental and technological regulation based on the best available technologies (BAT). In recent years, the principle of BAT as a promising innovative tool for environmental and economic development has been declared as a key approach that can ensure the activation of structural and technological transformations of the Russian economy. Based on the main conditions, the observance of which largely ensures the success of the practical implementation of the BAT approach in developed countries, the author singled out current trends in changes in environmental regulation instruments in Russia that are taking shape to date and will influence the formation of the environmental situation, at least in the medium term. . Among such tendencies, we analyzed, in particular, the introduction of a moratorium on environmental control (freezing planned inspections of an enterprise for several years in advance); shift or suspension of implementation of a number of federal environmental projects and a number of environmental laws adopted in recent years in the context of BAT; as well as a number of environmental requirements as part of the implementation of the BAT approach, etc. The directions for changing environmental policy instruments in the light of the proposed solutions in connection with sanctions and their possible consequences for the environment are considered. The proposed recommendations can be used in the development of key elements of the environmental management mechanism.

Abstract

 

The article analyzes approaches to reducing greenhouse gas emissions using the best available technologies (BAT) to achieve the strategic goal of low-carbon economic development in Russia. The study focuses on the development of a strategy to reduce greenhouse gas emissions at the regional level, taking into account the contribution of each sector to the total greenhouse gas emissions in the Novosibirsk Region’s carbon balance. Particular attention is paid to the Industrial Processes sector and its impact on climate change, in particular within cement production. Using the example of JSC Iskitimcement, the largest cement producer in the Novosibirsk Region (NSO), direct and indirect greenhouse gas emissions are calculated, and the specific indicators per unit of production for the period 2018–2021 are analyzed. The article presents various BAT, applied in cement production, including the use of non-traditional raw material components, alternative fuels, utilization of waste heat for power generation, and reduction of clinker share in cement, among others. The climate effect of these technologies has been assessed. These studies make it possible to develop strategies to reduce greenhouse gas emissions in the region and contribute to sustainable environmental development.

Abstract

The availability of financial resources is of crucial importance for an enterprise. The enterprise can utilize these resources to introduce innovations that enhance its growth and competitiveness. The paper is dedicated to studying the relationship between the innovation activities of the enterprises and their demand for external financial resources. The considered innovation activities include introducing product innovation or process innovation and conducting research and development (R&D) activities. The analysis bases on data from the World Bank enterprise survey conducted for Russian enterprises. The authors define the enterprises that have a demand for external financial resources and utilize a quasi-binomial model to study the relationship. The results demonstrate that the relationship between the necessity for external funding and innovation outputs depends on the type of innovation output. This relationship differs by the enterprise size and industry type, as well. Nevertheless, enterprises that seek external funding tend to conduct fewer R&D activities. The importance of the current research stems from the fact that mainstream literature has concentrated on studying the relationship between innovation activities and financial constraints. In contrast, the relationship between these activities and the demand of the enterprise for additional financial resources is still unclear.

Abstract

The effectiveness of the technopark’s functioning depends to a great extent on the quality of its management bodies. The article analyzes two of the most common management models: the short-term vision strategy model (technoparks as some kind of public services that ensure the emergence of innovative enterprises) and the long-term vision strategy model (technoparks not only as service providers to residents and other participants, but also as creators of a favorable business environment together with the state, universities and research organizations). Since the building of the organizational structure of management takes place in the existing institutional environment of the functioning of technoparks, a wide range of behavioral capabilities of management subjects arises.

The purpose of the work is to analyze the behavior of management companies and resident companies of technoparks from the standpoint of behavioral and experimental economics, introduced into scientific circulation by Nobel laureates D. Kahneman and V. Smith, R. Thaler.

The methodology of the study is based on a statistical analysis of the indicators of the VII National Rating of technoparks of Russia, presented on the GISIP platform of the Ministry of Industry and Trade of the Russian Federation. Methods of multivariate statistical analysis of the sample structure and identification of correlations of indicators are used.

Results. The main model of innovative business development in Russian technoparks (more than 60% of the surveyed) participating in the rating is the short-term development model. Within its framework, management companies, limited by institutional requirements, adhere to the strategy of maximizing profitability from development activities in their behavior. The high risks of innovation activity of resident companies and the behavior of the management companies of technoparks, striving individually to achieve their goals, do not contribute to the realization of the general goal – the development of innovative business in the country. Examples of technoparks are given, in which the mechanisms of interaction between management companies and resident companies are revealed.

Abstract

The relevance of the study of trade in the regions of Siberia and the Republic of Kyrgyzstan is due to the high, but poorly realized potential of their cooperation in the space of Central Asia. As well as the reversal of Russia’s geopolitical interests to the east. The purpose of the study is to analyze the potential and prospects for trade interaction between the Siberian Federal District (SFD) and Kyrgyzstan. The work is based on a scientific analysis of published results on the economic, social and foreign trade development of the Siberian Federal District and Kyrgyzstan. The paper provides an empirical analysis of trade based on regional customs data with the use of statistical packages and database analysis tools. The analysis was made for the period from 2010 to 2021. The dynamics presents the regional aspect of trade with Kyrgyzstan, considers the distribution of trade flows by counterparty countries and regions of Siberia, the commodity specialization of exports and imports of regions in the market of Kyrgyzstan. The study showed that despite the modest place of Kyrgyzstan in the trade of the SFD, there are opportunities for the growth of mutual cooperation, especially in the field of tourism, industrial cooperation and trade based on small and medium-sized businesses. Most regions of Siberia have untapped opportunities, and for some regions there is a need to realize the need for interaction. Тoday integration with Kyrgyzstan is one of the conditions for economic development, and an important solution to the issues of its economic security. The paper provides directions for improving cooperation and increasing mutual trade between the regions of the Siberian Federal District and Kyrgyzstan, taking into account internal and external factors of influence.

Abstract

The regional and municipal levels of government are characterized by insufficient preparedness for the transition to new forms of information support based on the digital economy, a lag in the development of information infrastructure, contradictions between the legislative framework and the financial and economic situation of regions and municipalities in the current management system, insufficient effectiveness and efficiency of information support management processes. The purpose of the study is to justify the necessary changes in the information support system of regional and municipal government, which ensures the development of strategic planning and forecast documents and their implementation in the digital economy. Based on the analysis of strategic planning documents in the field of digital transformation of public administration, trends in the introduction of information technologies in the activities of public and private sector organizations have been identified, and the current problems of digital transformation have been identified, taking into account the factor of diversification of the regional economy. Proposals have been formulated to improve the efficiency of information support for regional and municipal government, as well as directions for further research.

Abstract

This paper explores the phenomenon of “kkondae” culture in Korean society, especially in the workplace, which involves a hierarchical and authoritarian attitude of the older toward the younger, which leads to generational conflict and negatively affects workplace dynamics. The paper examines three socio-psychological factors (attribution errors, cognitive rigidity, and egocentric communication) to define “kkondae” culture in organizational culture and emphasizes the need to examine the impact of “kkondae” culture on generational conflict and identify policy recommendations to promote a more inclusive and respectful workplace culture. Further research is needed to explore the factors that contribute to the emergence and persistence of the “kkondae” phenomenon in different social contexts.

Abstract

The article deals with the phenomenon of tattooing practices, its functional significance and role in everyday communications. As an empirical object of research, we chose urban youth aged 18-25 years old, who has 3 or more tattoos and lives in Novosibirsk. We also used quantitative secondary data obtained as a result of the VTsIOM study to justify the choice of an empirical object, as well as to describe the attitude of different age groups to practices tattooing. Twenty-six semi-structured interviews were conducted. During the analysis of the information received, we were able to discover the functional significance of tattoos in the life of urban youth, describe the features of making a decision about a tattoo, and identify the role of tattoos in the process of everyday communication.

Abstract

At present, information technologies are an integral part of many spheres of life of a modern person, and the market for digital products is rapidly developing. An important segment of the digital market is gaming content. However, the sanctions policy against the Russian Federation, which intensified in the third decade of the 21st century, has imposed serious restrictions on the possibility of consuming foreign-made game content for domestic consumers. The purpose of the article is to identify changes in the demand for gaming content among Russian gamers in the face of increased sanctions pressure. The relevance, as well as the scientific novelty of the study, lies in the verification of trends in the consumption of gaming content by Russian consumers. This will allow using the information obtained in the development of new and transformation of old digital gaming products, the formation of product and marketing policies of the creators of gaming and entertainment content. In addition, the study of gamers as a social group in modern society is currently an important area of scientific research. The object of the study were young people aged 16 to 22 living in Irkutsk. The data obtained by the authors during the field study, as well as their comparison with the results other studies of a similar nature, made it possible to identify a number of changes in the consumption of gaming content among young people that occurred under the influence of sanctions. The authors come to the conclusion that the impact of sanctions, although it had an impact on Russian consumers of gaming content, nevertheless could not significantly change the popularity of this form of entertainment among young people.
