MATHEMATICAL METHODS OF ANALYSIS IN ECONOMICS

Abstract

The article reveals the problems which may arise in the development of multi-agent information systems for modeling regional economy (MASMRE) based on geographic information and agent-based approaches to modeling economic space as well as to studying and forecasting the specifics of emerging spatial systems and the ways these systems may occur.
MASMRE proposes an organizational system and open source tools to implement modern digital technologies and also an agent-based approach to modeling the regional economy, which helps to sustain innovative momentum for scientific and scientific-technical interaction, conduct joint research in remote access by providing accessible services, modules and algorithms, and allows the local governments, businesses and non-profit organizations to plan and monitor various projects implemented in a particular territory.

Abstract

The paper analyzes environmental-economics models developed by foreign and Russian scientists. The first attempts to combine both economic and environmental issues in mathematical modeling were made in the 1960s, with most of them been theoretical due to lack of necessary data.  With the development of modeling approaches, following on Wassily Leontief’s models, an environmental block has been included into input-output models. However, most of the existing models can hardly be applied to practice due to lack of statistical data and the absence of inter-industry approach. Even today the main restricting factor for these models to be used in practice is still limited availability of information, including not only economic but also environmental data, which is especially critical for regional researches, as the number of statistical indicators for the regions is much lower than at the macro level.  
The article provides mathematical description of the input-output model with an environmental block. The model is developed at the Institute of Economics and Industrial Engineering of the Siberian Branch of the RAS in collaboration with the Novosibirsk State University.  The model can be used for regional researches, given the input-output tables for the region is available.

Abstract

Recently, advances in computer technology and data recording and storage have made high-frequency financial data readily available to researchers. As a result, the volatility literature has steadily progressed toward the use of higher-frequency data. However, the move towards the use of higher-frequency financial data in the estimation of volatility of financial returns has resulted in the development of many realised volatility measures of asset return variability based on a variety of different assumptions and functional forms and thus making theoretical comparison and selection of the estimators for empirical applications very difficult if not impossible. This article provides an empirical review on the performance of estimators of quadratic variation/integrated variance based on high-frequency data to aid their application in empirical analysis. The result of the review shows that no single estimator works best in all situations; however, the more sophisticated realised measures, in particular the TSRV and KRV, are superior to the other estimators in terms of their estimation accuracy in the presence of market microstructure noise.

Abstract

The article studies the correctness of setting goals and establishing norms in the regional segment of social support for the population and some of the consequences of this issue. As an example, the author examines the decrees of the Governor of the Irkutsk Region on social support for public sector employees issued in the period 2017-2019. An analysis of the provisions set forth in the decrees and the approved procedures for submission of lump sum payments highlights the non-traditional methods of organizing transfers of budget funds to employees of the state and municipal organization in the region. In addition to giving budget workers the right to receive a lump sum payment on professional holidays, the decrees of the Governor of the Irkutsk Region in violation of federal law exempted these payments in the amount of RUB 1.5 billion from taxation. According to the author, the motive to avoid generally accepted mechanisms for fulfilling budget expenditure commitments could be a desire to receive unreasonable tax benefits for the regional budget by reducing payments to budgets of other levels and extra-budgetary funds. The obtained results of the research can be used to develop the guidelines for limiting the regional rule-making in the field of social support based on subjective understanding of unreasonable norms-goals.

Abstract

The article analyzes the key trends in consolidation and restructuring defense sector assets developed in the XXI century, i.e. the creation of vertically integrated structures in accordance with the decrees of the President of the Russian Federation; the inclusion of financially disadvantaged enterprises in concerns and state corporations, their subsequent financial recovery within the framework of integrated structures; the specifics of integration strategies of the leading defense industry holdings by the example of Rostec group, Almaz-Antey concern, USC group, and Roscosmos group. The paper gives the motives of the Russian defense companies for non-organic growth strategies and restructuring according to the state priorities. The article proposes the approaches to financial recovery of defense enterprises, given the preparation of profound amendments to the bankruptcy law; maintaining a favorable institutional climate in the M&A market for defense enterprises, etc. According to the authors, dominant leaders will continue to participate in the implementation of state programs that will require certain concentration of both efforts and capital as well as assets redistribution of a particular state Corporation.

Abstract

The article analyses institutional aspects of the formation of environmental policy in Russia. It shows a number of inefficient institutional conditions which can hardly contribute to the improvement of modern state environmental policy. Special attention is paid to the development and application of environmental legislation largely determining the state of the institutional environment as a whole, which affects the formation and effectiveness of various environmental protection management elements. The paper explains the main reasons why the Russian environmental legislation is weak, and proposes possible directions for its improvement. The proposed recommendations can be used to develop key elements of the environmental management mechanism. By the example of establishing legislative framework for the transition to best available technologies, the article shows possibilities and problems of such a transition in Russia. The advantages and disadvantages of the accepted categorization of the objects according to the degree of their negative impact on the environment with the issuance of integrated environmental permit as one of the main areas of activity in the transition to the best available technologies are analyzed.

Abstract

Based on the analysis of various reports of the large world organizations, the article shows that energy forecasting is an important part of forecasting social development, as it largely determines the development vectors of other sectors of national economy and the world as a whole. The paper gives the description and classification of energy development forecasts, i.e. the description of goals, benchmarks and scenarios, global economic situation during the forecast implementation period, etc. It is shown that many organizations have changed the prerequisites, guidelines and the vision of future energy development over time; as a result, the possible options for the development of world energy have been revised. The major uncertainties in the dynamics have led to the emergence of many forecast options, whereas new developments in the world give rise to new types of forecasts. Changes in the technological and spatial structure of generation, the structure of fuel and energy consumption, energy capacity, regional shifts in energy in the period 2000-2018 were analyzed. Key trends in energy development in Russia and the world were highlighted. It is shown that the conflict between new technologies and the previous energy systems is dampened solely due to the support of clean energy at both national and world economic levels by the major actors of the international community.

Abstract

The processes of Eurasian economic integration development have not been effective as expected. One of the factors creating contradictions and certain imbalance of interests between the member states of the Eurasian economic community is the increasing prevalence of political aspects over the economic ones, which was clearly manifested in the EAEU development strategy until 2025. In the author’s opinion, the reason lies in a lack of forecasting and analytical tools efficiency by which decisions are taken in supranational bodies of the association. It seems appropriate to develop a set of tools based on the complex of models taken from optimizing cross-sectoral interregional model (OCIM) developed in the 1960s in the Institute of economics and industrial engineering (Novosibirsk). This model is widely used nowadays, as it allows to increase the level of scientific foundation in the decision-making for the further development of Eurasian integration.

Abstract

Modern technologies have a large-scale impact on the transformation of functions, tools and methods of management as well as managers' competencies, updating the question of what will management be like in the near future. The article presents an overview of the main management development trends, outlining the emerging management development paradigm in today’s digital age.
The paper analyses the works of the leading foreign and Russian researchers in the field of management, as well as those selected by the keywords. In total, more than 100 publications aimed at identifying and theoretical understanding of management development trends in the digital economy were reviewed.
It is shown that the concept of management in the digital era develops dynamically, but the contours of the emerging paradigm provoke professional discourse and experiments. The diversity of researchers' views on the future of management is systematized from the perspectives of organizational business models and strategic priorities of the companies, which seems to be the key aspects of management, ensuring a holistic perception of the business and showing the direction of its transformation in response to environmental challenges. Based on these findings, new requirements for the competencies of modern managers are given. It is also shown that well-known consulting companies introduce new complex indicators of effective companies’ management systems. The identified trends of the modern management development as well as the new competencies of managers, which could be of interest to the researchers and management practitioners, require further analysis, as technologies and management practices evolve.

Abstract

Today, one of the important factors for the development of the Russian territories is availability of quality human capital, which development is constrained by both economic and socio-cultural barriers, i.e. qualitative characteristics of the population, social and cultural factors, working conditions, social and labor relations, etc. In this regard, the article is aimed at analyzing human development in the social and labor sphere through socio-cultural indicators – vocation, unstable employment relations, quality of work life, etc. – on the basis of gender approach.
The scientific significance of the work is generalization of the research results on the development of human and labor potential, identification of common features, gender differences, and factors limiting human development. The obtained results have practical importance in identifying the priority management activities regarding the risks of developing human potential.
The information base of the research is the data of the monitoring the qualitative state of labor potential in the Vologda Oblast and the Rosstat survey data on social and demographic issues and people’s quality of life in the Russian regions.
The study shows that it is professional vocation that is one of the metamotivators and the most significant contributing factors in major fulfillment of quality characteristics of the work force, and that the problem of the underemployed turns out to be a human development limiter with persistent imbalance between the educational services and the labor market needs. The paper proves that the existing signs of unstable labor relations negatively affect the workers’ social well-being and the quality of their working life.
The obtained results are of practical relevance for identifying priority management actions in the area of human development risks. The work has shown that when managing human resources development, it seems necessary to account the distribution of unstable and unsteady social and labor relations as well as the compliance of educational services with the labor market needs.
