Abstract

This review is devoted to the possibility of building a (closed) macroeconomic DSGE model that would incorporate together the endogenous pollution, endogenous health and endogenous macroeconomic dynamics. Contemporary relevance of this issue is justified by the influence of the population health level on economic dynamics. Extending DSGE models in this direction enhances their practical value and extends the list of government policy issues studied with the help of these models. The review shows that the inclusion of endogenous health in the model can be performed through two channels – via the survival probability (longevity) and via changes in the total amount of time available for labor and leisure. Pollution is also modeled as the negative factor for the health level through the first channel, i.e. changes in survival probability (longevity). Pollution itself can be modelled in various ways: as energy costs for production, or as a stock of pollution or of quality of environment. We propose several ways to build a DSGE model with endogenous levels of pollution and health, and to build such a model in a neoclassical setup based on the model by Fischer and Springborn (2011).

Abstract

The main challenges in the environmental field in Russia were analyzed. It has been shown threats in the formation of favorable ecological situation which should be overcome first. Accents on the weakness of the modern state environmental policy in Russia are made primarily on those of its elements, which are designed to stimulate environmental management in enterprises. Among the main environmental challenges, the author outlines, in particular, the following: the need to form an innovative economy, the possibility of modernizing the economy in the conditions of the economic crisis, the weakness of modern state environmental policy in the Russian Federation, the need to develop and implement new effective instruments in the field of environmental regulation, strict observance of environmental legislation, etc. Particular attention is paid to the key aspects of developing an environmental regional strategy, which is considered as one of the ways to solve environmental problems. Analysis of modern environmental challenges will help to develop a strategy for overcoming them and accordingly transform state environmental policy.

Abstract

The article presents the methodology for the labor potential measurement based on the index method and outlines the internal structure of the labor potential, which contains demographic, economic, educational and qualification, innovation and psychophysiological components. The author has calculated the integral indicator of the development of labor potential for each subject of the Russian Federation, and made the rating of the regions in terms of labor potential development in 2015. In addition, the article gives a critical analysis of some particular methods for the labor potential measurement at the regional level.

Abstract

Competitive wage policy is considered as the main tool for solving the problem of attracting, retaining and promoting qualified personnel, which is relevant for domestic organizations. The article defines the main stages and purposes of evaluation of the competitiveness of the wage policy. The authors studied the use of an estimation of the wage policy competitiveness by the Russian organizations and identified practical need for and methods of assessing the competitiveness of the wage policy. Objective and subjective factors influencing the direction of the wage policy are identified, as well as the trends in wages under the influence of the crisis conditions. The main indicators of mobility and personnel turnover, the average wage in the Irkutsk region are considered. The description of the external conditions of functioning of the organizations in the Irkutsk region is presented.

Abstract

The article considers the problems of enhancing the structure of power and heat generation in Russia, Siberia and the Novosibirsk region. It is shown that the synchronization of energy and heat supply schemes through the development of the distributed power generation (including the cogeneration installations) should become a priority task of the power generation development. Integration of the power generation at the municipal level into the development plans for big power industry and the transition to a new cogeneration paradigm allows to significantly improve the efficiency of both production and consumption of energy. The carried-out serial calculations for a comparative assessment of a number of technologies of the small-scale distributed power generation in the Novosibirsk region allowed to select the perspective directions of diversification of energy sector and to reveal the variety of types and forms of interaction between big and small-scale distributed power generation facilities.

Abstract

A large number of studies have been devoted to the valuation of the company (683 by EconLit at the end of 2015), in which the authors focus on the determination and estimation of cash flow and discount factor, considering the risk factors and impact of management capital.

Much less attention is given to the impact on company value of the main stakeholders’ managerial decisions, manifestation of agency conflicts, and necessity for the company to respond promptly to dynamic change of the environment.

Therefore, substantiation of the importance and necessity of taking the mentioned factors into account is the main task of this article which is considered by the authors as the development of the approach to the valuation of the company.

Abstract

The composition of the residential real estate and the structure of Russian housing market do not match: primary and secondary markets are supplemented by a considerable in size non-market sector of residential real estate – the stock of dilapidated housing and buildings in a state of emergency that is filling up the secondary market with rapidly growing volume of worn out properties. While the developmental model of entrepreneurship is gradually settling in the primary housing market, and in general the “soviet” model of management (management companies are not that different from the soviet property management agencies) is remaining in the secondary market, the nonmarket sector requires a formulation of an adequate management model that would allow the private and public management of residential real estate at the same time. Mega-project of renovation of the 5-storey buildings in Moscow will support the formation of such a model and the legal grounds for its existence.

Abstract

At present, the development of small and medium businesses is becoming one of the priority directions of the state policy in Russia, particularly in the context of import substitution and renovation of the economy. The small business sector provides the creation of new jobs and, therefore, reduces the indicators of social unrest and unemployment. Thus, on the one hand, the state is interested in the development of small businesses, but on the other hand, currently there are no effective mechanisms to support small business and there are high tax rates on entrepreneurial activity. As a result of analysis of the development of small and medium businesses in Russia authors outline groups of factors affecting the entrepreneurial activity and describe the conditions for the development of small businesses. Based on the studies, problems and constraints of small and mediumsized businesses in Russia are presented. The study results allow us to determine ways to improve entrepreneurial activity of citizens in modern Russian conditions.

Abstract

The article considers a method for determining the assessment of the possibilities of the Russian regions to increase the production of dairy products in order to enhance Russia's food security. The general estimation of «dairy» potential of Russian regions is given, and then the main indicators of development of dairy production are defined on an example of regions of Siberia – levels of production and consumption, investments in technological development and in development of a resource base of dairy production. A general assessment of the potentials of the regions is carried out with the help of component analysis, and the main indicators are calculated on the basis of the use of an optimization transport-production economic-mathematical problem. The component analysis showed that more than half of the regions of the Russian Federation lack sufficiently developed opportunities for dairy production growth. Optimization calculations made it possible to determine the distribution of investments for the development of technological and resource bases for the development of dairy production in the regions of Siberia. The proposed methodical method allows us to determine the main indicators of strengthening food security in terms of dairy production for all regions of Russia and can be considered as a definite contribution to the methodology of strategic planning for the development of the Russian economy.

Abstract

In the article we considered the existing understanding of the relationship between the concepts of cluster policy, cluster program and cluster project, defined special features of cluster projects, and then developed our own definition of cluster project. Basic characteristics of industrial (vertical) and regional (horizontal) clusters were discussed. Then we distinguished three types of cluster projects and their main characteristics in horizontal clusters. The nature and features of competition and cooperation, their main types and forms were overviewed. We made hypotheses about factors that influence competition and cooperation. We described some already existing approaches to competition and cooperation modeling and their possible problems. Specific characteristics of agents in multi-agent system were defined. Conceptual agent-based model of competition and cooperation interactions between the members of the cluster project was proposed.

Abstract

The paper discusses the impact of national diversity on economic development and presents a detailed review of foreign studies, which serves as a basis for the formulation of testable hypotheses. The ethnic structure of the Russian regions population is analyzed based on the censuses data for 2002 and 2010; the fractionalization index, entropy and polarization indexes are used. The analysis of these characteristics shows that, despite the more active migration processes in modern Russia, there have been no major changes in the ethnic composition of the population of the regions. At the same time, a wide variety of the national structures is observed in the regions. The impact of the national heterogeneity on economic development is estimated using regression analysis. We run panel regression of the regional value added on labor, capital, control variables, and on the indexes of the national heterogeneity. The results showed: 1) the absence of noticeable changes in the national structure in the observed period; 2) the positive impact of ethnic diversity on economic development; 3) the absence of a statistically significant relationship between the ethnic polarization and development.

Abstract

Scientists and managers pay great attention to improving planning and accounting at the enterpriselevel. Significantly less attention is paid to issues of theory and methodology of the personalplanning and accounting activities of the managers themselves. This reason causes companies tosustain large losses. These losses could be avoided by introducing the company management technology, within which formalized procedures of personal planning and accounting would be implemented.It is necessary to implement the technology specifically. Because only the technology allowsyou to synchronize and harmonize the individual steps, procedures, operations of a process.Allows you to control the process. Eliminates the concept of «management is an art» or «managementis a craft». In favor of the concept of «management is regulated by the procedural process».That allows to avoid dependence on personal qualities and whims of the agents.
The technology is based on the principle of decomposing every activity into its component elements.This separation, on the one hand, allows to raise efficiency of implementation of individualstages, procedures, operations. On the other hand, conscious design and implementation of a rationalsequence of steps, procedures, and operations give the system effect – increase in the productivityof human activity. In addition, technologies serve as a mediator between science and practice (scientificknowledge is transmitted to the economic and social spheres through technology), and helpreplicate best practices, promote specialization of human activity (and hence growth of laborproductivity).
This article investigates the nature and properties of management technologies, the technique oftheir design, describes the experience of building technology for personal planning and accountingactivities of managers and specialists at specific enterprises.

Abstract

The article presents the technique for assessing the provision of services in a public institution, whose activities are organized on a functional approach. It is proposed to consider the possibility of switching to a process-oriented approach of the organization, which gives an opportunity to manage and monitor the delivery of services at a different level. It is shown that the process of service delivery is constantly influenced by external and internal environment, which must be considered to assess the quality of services. The authors describe a methodology for the evaluation of companies in the process of provision of services, allowing to build the control system for the service delivery system under the influence of external and internal factors.

Abstract

Optimization of the enterprise activity planning taking into account the risk and uncertainty of the external and internal environment is a complex scientific and methodological problem. Its solution is important for the planning practice. Therefore, the relevance of this research topic is beyond doubt. Planning is based on the use of a multilevel system of models.

At the top level, the achievement of key strategic indicators is ensured by the development and implementation of innovations, mainly related to the planning of the release of new high-tech products. However, it is at this level that the risks and uncertainties have the greatest impact on the planning processes for the development, production and marketing of new products. In the scientific literature it is proposed to use the stochastic graphs with returns for this purpose. This idea is also supported in this work. However, the implementation of such an idea requires additional methodological developments and quantitative calculations.

The coordination of strategic decisions with tactical plans is based on the idea of eliminating the economic and other risks associated with the economic activity of the enterprise in tactical planning, by creating the stochastic reserves based on the implementation of additional innovations that ensure the receipt of above-target sales volumes, profits and other indicators of the strategic plan. The organization of operational management of production is represented by an iterative, sliding process (reducing risks in production), which is realized taking into account the limitations of tactical control.

Abstract

The article highlights the experience in scientific research organized for the Bachelor foreign students of Economics Department of Novosibirsk National Research State University (NSU) who study finance on the third year of the educational program “International Finance”. It was specially created for the students of Chinese-Russian Institute, Harbin, China. This item of the educational program is new and was approved for the first time in the 2016/2017 academic year. It is supposed that its application will favor development of the students’ skills and intensification of the international professors’ cooperation.
