Approaches to equalization of budget capacity: assessment of opportunities (example municipalities of the Novosibirsk region)
Abstract
This paper discusses problems of regional policy concerning municipalities. A characteristic of this policy is the combination of the regional balance and the economic growth tasks. We investigate conditions, when municipalities interested in developing their own potential of taxation and investments. Simulation model with the elements of optimization and dynamics was developed to solve these problems. Testing results performed on the data for municipalities Novosibirsk region.
