Mathematical Tools for Assessing the Effectiveness of Innovation Organizations

Abstract
This study aims to refine the mathematical tools previously proposed for assessing the performance of innovation infrastructure organizations. The need for such assessment is driven by the high level of financial support for organizations participating in the implementation of the Russian Federation’s scientific and technical policy. Therefore, the paper places particular emphasis on mathematical modeling as a method for making informed decisions. To this end, various approaches applicable to quantitative, qualitative, and dynamic information are analyzed. Based on this analysis and existing research findings, it is proposed to refine the mathematical tools for assessing the performance of innovation infrastructure organizations. As an example, the approach is tested on a specific element of the innovation infrastructure. To improve the performance of the organization being assessed, a problem is formulated and solved to find optimal conditions.
