Public choice theory as theoretical basis of public management reform
Abstract
The article describes the evolution of the early stage of public choice theory, which is one of the main components of the theoretical foundation of the New Public Management. Distinguished levels of the theory related to the formation of the economics of bureaucracy. The impact of public choice theory to the tools of reform is evaluated.
