«Doing business» and phenomenon of Russia

Abstract

The article is devoted to Russia's place in the international rating «DOING BUSINESS». With the impressive results being achieved in recent years, the following questions are investigated: what caused a "breakthrough", the existence of reserves for further advance, the connection with other similar ratings, comparison with the real dynamics of the key macroeconomic indicators.

It is shown that the success of Russia in the ranking of  Doing Business 2015 controversial, connected, apparently, in many ways the new methodology. Comparison with the results of the previous report, Doing Business is not quite correct. It is indisputable intensive promotion of Russian upstairs rating in 2011-2013. The article demonstrated concrete directions of this promotion.

The hypothesis that Russia's place in the ranking does not improve significantly in the near future in comparison with the existing, more realistic saving status quo.
