Совершенствование инструментов государственной политики в сфере топливно-энергетического комплекса: концепции, проблемы, перспективы
Abstract
Статья посвящена исследованию инструментов государственной политики в сфере топливно-энергетического комплекса России, их институциональных и функциональных особенностей, а также проблем практической реализации в условиях усиливающихся внешнеэкономических вызовов и глобального энергетического перехода. Проведен анализ законодательных, финансово-экономических, институциональных и организационно-технологических инструментов регулирования ТЭК, рассмотрены примеры их применения и выявлены основные ограничения, включая избыточное фискальное давление, неравномерное распределение бюджетных ресурсов, высокие инвестиционные риски, ценовые дисбалансы и отставание инфраструктуры от современных требований цифровизации. На основе систематизации подходов обозначены перспективные направления развития ТЭК и показана необходимость совершенствования инструментов государственной энергетической политики с учетом стратегических приоритетов страны. Полученные результаты имеют практическое значение для совершенствования механизмов управления ТЭК, повышения его конкурентоспособности и устойчивости, а также служат основой для дальнейших исследований в области формирования эффективной энергетической политики России.
