Перманентные нестабильность и неопределенность общеэкономической конъюнктуры в последнее десятилетие привели к формированию устойчиво высоких инфляционных ожиданий у экономических агентов, превышающих уровень фактической инфляции в полтора-два раза, о чем свидетельствуют данные Центрального банка, основанные на результатах социологических опросов фонда «Общественное мнение». Несмотря на усилия, прикладываемые Центральным банком в сфере информационной политики, до настоящего времени сохраняется качественный разрыв между объективной экономической динамикой и ее субъективным восприятием экономическими агентами, что, безусловно, создает дополнительные проблемы для регулятора, целью которого является поддержание инфляции на стабильном уровне вблизи четырех процентов. Так, неоправданно пессимистичные настроения потребителей приводят к резкому повышению спроса на товары первой необходимости каждый раз, когда появляется возможность поддаться панике, будь то введение первых ковидных ограничений или введение первых пакетов санкций после начала специальной военной операции. Возникшее ускорение темпов роста потребительских цен на отдельные категории товаров в условиях их дефицита выступает как дополнительный проинфляционный фактор при продолжающемся воздействии вызвавших его шоков на инфляционную динамику, ввиду чего Центральный банк вынужден прибегать к экстраординарным мерам для возвращения контроля над ситуацией, где в качестве примера можно привести рекордное увеличение ключевой ставки на десять с половиной процентных пунктов в феврале 2022 г. В этом контексте становится значимым изучение факторов формирования инфляционных ожиданий, определению которых и посвящена данная статья. При этом в качестве субъектов ожиданий рассматриваются не только среднестатистические домохозяйства, ожидания которых ежемесячно публикуются Центральным банком, но и экономисты по сфере своей деятельности, представленные участниками финансовых рынков. Ожидания последних авторы статьи оценили самостоятельно с помощью метода биржевых индикаторов, в своей основе предполагающего использование спреда доходности номинальной и индексируемой на инфляцию государственной облигации как прокси ожидаемой инфляции. Далее на основе обзора академической литературы, собранной статистической информации и непосредственно экономической логики, были выбраны отдельные экономические показатели, гипотеза о влиянии которых на инфляционные ожидания рассматриваемых групп экономических агентов проверялась посредством проведения регрессионного анализа с использованием данных в помесячном и поквартальном выражении для периода с 2015 по 2024 г. Результаты представленного исследования могут быть полезны Центральному банку при проведении информационной политики, а также найдут применение в моделях прогнозирования инфляции.</p></abstract><trans-abstract xml:lang="en"><p>The Russian economy faced an unprecedented number of diverse shocks between 2015 and 2024, among which the unprecedented sanctions pressure from Western countries and the restrictions imposed due to the COVID-19 pandemic must be highlighted first and foremost. The persistent instability and uncertainty in the overall economic environment over the last decade have led to the formation of consistently high inflation expectations among economic agents, exceeding the level of actual inflation by one and a half to two times, as evidenced by Central Bank of Russia data based on sociological surveys conducted by the Public Opinion Foundation (FOM). Despite the efforts undertaken by the Central Bank in the realm of communication policy, a qualitative gap persists to this day between objective economic dynamics and its subjective perception by economic agents. This undoubtedly creates additional challenges for the regulator, whose objective is to maintain inflation at a stable level close to four percent. For instance, unduly pessimistic consumer sentiment leads to sharp increases in demand for essential goods whenever an opportunity for panic arises, be it the introduction of the first COVID restrictions or the initial sanctions packages following the start of the Special Military Operation. The resulting acceleration in consumer price growth for specific categories of goods under conditions of scarcity acts as an additional pro-inflationary factor, while the initial shocks continue to impact inflation dynamics. Consequently, the Central Bank is forced to resort to extraordinary measures to regain control over the situation. A notable example is the record key rate hike of ten and a half percentage points in February 2022. In this context, studying the factors shaping inflation expectations becomes significant, which is the focus of this article. The subjects of expectations considered include not only average households, whose expectations are published monthly by the Central Bank, but also professional economists represented by financial market participants. The authors independently assessed the expectations of the latter group using a market-based indicators approach, fundamentally relying on the spread between the yields of nominal and inflation-indexed government bonds as a proxy for expected inflation. Subsequently, based on a review of academic literature, collected statistical information, and direct economic logic, specific economic indicators were selected. Hypotheses regarding the influence of these indicators on the inflation expectations of the considered groups of economic agents were tested through regression analysis using monthly and quarterly data for the period from 2015 to 2024.
