Целью исследования является разработка концепции совместного учета экономической и экологической эффективности функционирования сферы обращения с твердыми коммунальными отходами при построении экономико-математических моделей. Проведенное обобщение мирового опыта позволило выявить недостаточную проработанность данных вопросов, определить степень ограниченности существующих подходов для целей прикладного моделирования данной сферы, а также выявить их основные сильные и слабые стороны. С целью преодоления указанных проблем разработана концептуальная модель функционирования региональной сферы обращения с твердыми коммунальными отходами, основанная на синтезе межотраслевого и агентского подходов. Показана ее перспективность для дальнейшего развития существующих подходов к экономико-математическому моделированию данной сферы в направлении более полного и одновременного учета указанных аспектов эффективности, особенностей поведения и основных взаимосвязей хозяйствующих субъектов, а также мер государственной экологической политики.</p></abstract><trans-abstract xml:lang="en"><p>The article is devoted to the problems of the development of instrumental approaches to modeling of the municipal solid waste management system. A main purpose of the study is to develop a concept for joint accounting of the economic and environmental efficiency of the functioning of the municipal solid waste management system in the construction of economic and mathematical models. The generalization of world experience allows us to identify the insufficient elaboration of these issues. It allows also to determine the degree of limitations of existing approaches for the purposes of applied modeling of this area, as well as to identify their main strengths and weaknesses. In order to overcome these problems, a conceptual model of the functioning of the regional municipal solid waste management system has been developed, based on the synthesis of intersectoral and agency approaches.
