Вопрос повышения качества городской среды и комфорта проживания становится все более актуальным. Также растет конкуренция среди городов за высококвалифицированную рабочую силу, компании, инвесторов и даже международные события. С развитием современных технологий, в особенности информационно-коммуникационных, высокоскоростной связи, интернета вещей, искусственного интеллекта, больших данных и машинного обучения, одним из возможных путей развития становится умный город. Все больше городов стремятся пойти по данному пути. А с запуском ведомственного проекта «Умный город» в России это стало особенно актуально в нашей стране. В том числе для Новосибирска – третьего по величине города России, обладающего достаточным инновационным, промышленным и научным потенциалом. В данной статье анализируются понятие «умного города», преимущества и барьеры, препятствующие созданию умного города (высокие затраты, неготовность населения и правительства, отсутствие единой платформы и др.). Также рассматриваются успехи Новосибирска на пути к умному городу, наличие умных составляющих экономики, управления, инфраструктуры и предлагаются возможные направления совершенствования городского развития, прежде всего за счет активного вовлечения населения и широкого использования международного опыта.</p></abstract><trans-abstract xml:lang="en"><p>In recent years, we have witnessed a rapid and profound growth of urban population. The challenge to improve the quality of the urban environment is becoming increasingly important. Competition among the cities for highly skilled workforce, companies, investors, and even international events is also growing. With the advancement in modern technologies, especially IT, the Internet of things and big data, the creation of a “smart city” seems to be an excellent opportunity for the urban development. More and more cities are striving to follow this path, and Novosibirsk – the third largest city in Russia – is not an exception. This article analyzes the concept of a smart city, the advantages and barriers that impede the creation of a “smart city”, and considers the prospects of Novosibirsk as a “smart city”.
